She received the Federal 100 Eagle Award in 2001 for her efforts to improve communication between government and industry and is past chair of the Industry Advisory Council (IAC). Ms. Glover holds B.A. and M.S. degrees from the University of Pittsburgh. Philip Mihlmester Senior Vice President Energy & Resources Philip Mihlmester joined ICF International in 1999 and has 30 years of experience in the technical and management direction of engagements in the energy, environmental, and quantitative analysis areas. He also has held executive positions at Aspen Systems and Applied Management Sciences. Mr. Mihlmester has an M.S. in Operations Research from George Washington University and an A.B. in History from Columbia.
