an independent consultant, since 1997, he has
been involved in studies in multiple states. His
focus has been on Police, EMS, and Fire efficiency
studies, consolidations, station location and
risk management. Dr. McGrath is a retired Fire
Chief from two major fire departments: The Village
of Gurnee IL, and the City of Brookfield, WI.
