William Marino, the chief executive of Horizon Blue Cross Blue Shield of New Jersey, said in an e-mail to his employees that the insurer's board of directors had directed him to prepare an application for state approval of the change. Thomas Rubino, a Horizon spokesman, cautioned that company officials have not yet decided if they will file the application. "It's being explored," he said.
Earlier this year, state officials indicated that a Horizon conversion could provide critical funding for a proposal to implement universal health insurance in New Jersey.

Marino's announcement marks at least the third time since 1997 that Horizon has considered a conversion; the last attempt was abandoned three years ago.
If it converted, Horizon would pay an estimated $1 billion to $3 billion over the next five years to reimburse the state for tax breaks it received as a non-profit.
"If done the right way, it could be a good thing," said Senate President Richard Codey (D-Essex), co-author of legislation that sets up the procedures for such a conversion.
