William Marino, the chief executive of Horizon Blue Cross Blue Shield of New Jersey, said in an e-mail to his employees that the insurer's board of directors had directed him to prepare an application for state approval of the change. Thomas Rubino, a Horizon spokesman, cautioned that company officials have not yet decided if they will file the application. "It's being explored," he said. Earlier this year, state officials indicated that a Horizon conversion could provide critical funding for a proposal to implement universal health insurance in New Jersey.
